How do I get my screen on center?

My screen is off center. It looks like a parallelgram and I don't know how to fix it.I can't see my scrool bar. So can yuo please help me?

Monitor problems can occur at any time. First check your connections between the video data cable and the monitor to make sure no pins are bent and that it’s tightened down to make a good contact. Second try rebooting the CD that came with the monitor. If you are still having problems change cables and try rebooting again. If this doesn’t work, try changing monitors with someone else and as a last resort take the monitor to a service store for a check. The service check may cost as much as a new monitor so way your options on the age and cost of a new monitor.
