Is there a free runtime version of MS Access?

Question

Is the an free runtime version of MS Access? The version of Office on the computer is Small Business which does not include Access.

If not, do you recommend adding Access to Small Business and would a download be acceptable?

There's no free version of Access. Access is used to create and manipulate databases, so if this is something you need, then it is an excellent program.

Alternatively you can go to http://www.openoffice.org/. openOffice is a free office suite with most of the functionality of MS Office. Also documents are interchangeable between the two.

Base is openoffice's database program and works much the same way that Access does. You can download and use that if you do not wish to purchase MS Access.
