This question was answered on January 5, 2000. Much of the information contained herein may have changed since posting.
Those accessing secured financial web sites (Banking, Stock trades, etc.) that require a valid "security certificate" may have been turned away because their browser needs to be updated. Users of older Netscape browsers (version 4.05 or older) or the Macintosh version of Internet Explorer (version 4.01 or older) have expired security certificates as of 1/1/2000. In order to verifiy that a browser has the 128 bit encryption necessary for secured on-line transactions these "certificates" are checked whenever you log on.
The fix is simple and free. You simply need to upgrade if you are one of these users.
