How to disable pop up descriptions
Question
When the cursor rests on the start button, a tiny message pops up that says "click here to begin". There are lots of these little messages popping up all over. Is there a way to eliminate these messages or better yet, give a longer space of time before they pop up? (I admit that once in awhile they might be useful)
I browsed through some of your previous questions and got through about 15 of them but then got an error message that wouldn't let me go further.

click on start
click on settings
click on folder options
click on the view tab
in the lower portion of this window you will see a bunch of items with a check box next to it. some of these boxes are checked. look for the "Show pop up description of folder or desktop item" and take the check mark out of it by clicking on the box once. click on apply and then ok.
